Unsealed Spellbook and Smite Interaction

When you took unsealed spellbook at runes and changing your spell into smite after 5 min, even if smite hits 900 true damage to jungle, toir's auto smite function works only when monster has 450 hp left. i tried many times in different ways but the result is the same. can someone help what to do about it or can fix at next patch ?
