In console it says what its supposted to say but menu just wont open

In console it says 2, then fine [as its supposted to], then it types a messege and nothing else happens, i simply cant open the menu, uac and anti virus is disabled, dx9 is enabled and hotfix is applied. Things like auto e, q on twitch for example works I just cant open the menu.
